Agreed. It is very common for Asian carriers to show the fare then add the taxes/fees as a separate line item. In fact, if you are on the Angkor Air website, request the flight and the matrix of options comes up, you will see just below the chart in tan lettering "These fares do not includes taxes...." so there's no subterfuge here. What matters to the passenger is the all-in cost, and that is clearly outlined during the booking process. It is quite believeable to have a fare component of $90 and a tax/fee component of $61--this tax/fee proportion will vary between routes and is determined by the two international endpoints. None of this has to do with U.S. taxes, and I'm not seeing this line item you are talking about.

What I am seeing for two adults REP-BKK for June 13 (dummy date assumed) is a "Promotion" fare of (90 x 2 people) = 180 for the fares and (61 x 2 people) for the taxes = 122, total of $302. Once you get to the Itinerary Review Page, look above the heavy purple bar and you'll see the "Click here for taxes fees and charges information." That will tell you at least something about the tax components, at least for the Cambodia side. The balance would be the Thailand airport/passenger arrival charges.
