I've read on this board where folks have been trying to buy reload cards of various brands and the cashier has exclaimed that only cash is accepted.

Forgive the newbie question, but are these situations where the reload card actually says "cash only" on it and you're hoping the cashier doesn't notice, or is it a store policy?
