Really, how do you know that, are you one of them?
A lot of us have sat next to a lot of people. We see them filiming their takeoff, playing with their iphones, etc etc all the time. Lots of people completely ignore the everything-with-an-off-switch-to-off thing during takeoff.
Not to mention the zillions of people who think turning their ipad off is pushing the button on the top and the screen goes dark.
