Most NYC buildings over 6 stories have their own water tower. The Times Square HGI would qualify in this category. It could have very well been that if the water was not cut off until after the morning peak shower time, the outage could have very well gone unnoticed.

Was anyone (other than the OP, who left) there at that HGI and experienced an actual water outage?
