The after take off checks are done when the flaps are up and thats when I'd consider the take off phase is complete, not when the wheels leave the ground.

But seriously, I did my twin work in the US and they divided the departure into 4 phases, I'm posting from a hotel room, so don't have my notes to hand, but it was something like
1st segment. Liftoff to gear up (so I guess similar to the 35 feet in the standard)
2nd segment. End of the 1st to at least 400'
3rd segment. End of the 2nd, acceleration to final climb speed
4th segment. End of the 3rd to at least 1500' AAL
