In this case the water shut off was out of their control. They didn't have much choice in the matter. They offered bottled water. I would guess that a water shut off in the middle of the day wouldn't impact too many guests as most would be out sightseeing or working.

Personally I think this is pretty low in the hassle chart.

Why did you fly home early? At worst you could have booked a room elsewhere or just gone out for the day. I'm usually only in my hotel from after dinner until breakfast.
