FWIW, was in Japan last week and used my Chase ATM card at all 7-11 ATM's with no issue, including the ones at NRT, HND and T-CAT. Withdrew up to 30,000 yen ($300) each time, but it may have worked with higher amounts, I never tried. This was a VISA, can't comment on Mastercard.
