I was in Tokyo last week and tried ATM's at multiple 7-11's with my Bank of America ATM card. I had 100% failure rate.

Citibank locations were harder to find but worked without failure.

Japan Post locations were about 50/50. I believe it depended on the size of the branch I was in.
