Perhaps part of the justification for retrofitting the fleet with power outlets was an opportunity to make the project, at worst, revenue neutral, by the addition of seats. (I would imagine that this is not an inexpensive proposition for not only installation, but maintenance.)

I'm not saying I wouldn't have liked a Y+ product, I'm just pointing out that it might have been "no power, and the same seating" or "the power (ha) to add seats".
