HKG is an efficient airport but HKG immigration is not necessarily the quickest. I have had short waits and I have had very long queues.

It really depends if you have landed with a number of other flights. There are no domestic flights in HKG and every arriving passenger has to clear immigration unless they are in transit with no bags to recheck!

3 hours is plenty of time unless there is a significant flight delay.
