Even though it claims "pay all your bills" it appears this only allows us to pay vendors which accept MasterCard or VISA.

The VISA version states:

The Vanilla Bill Payment Card is a prepaid card. It's welcomed at millions of locations that accept Visa debit cards, including retail stores and online merchants.
