Well, first you try to keep them out all all costs, including shooting them (think the EU border fortifications at Ceuta and Melilla and the deals made with the Moroccan police forces), but once they somehow miraculously have made it onto your actual land or to a UK border agent or whatever, barely alive thanks to your friendly obstacles, all of a sudden their status changes and they get rights and become humans. Not unlike the U.S. policy on Cuban refugees. They're safe and granted asylum (by law) once they reach U.S. soil but otherwise the USCG sends them home if intercepted at sea.
