I've passed through a number of EU airports to/from DOH - never been checked/questioned about excess carry-ons yet. Maybe having some status helps? A number of times, flying in Y, I had a carry-on bag, a laptop bag, a medium-sized duty free bag, and a coat. The check-in and gate agents didn't even bat an eyelash.
