I have been known to - there was a lovely bath in a suite we had in the Four Seasons in Sydney. Husband went to the footy or something so I got a bottle of wine and a book and had a nice soak.

But I usually avoid hotel baths because so many times I've gotten in and then from my new perspective look up under a bench top or something and see some grotty mouldy yak or something else unpleasant. The actual bath doesn't bother me but the cleaners obviously don't sit in it and look around for things to clean from that lower perspective.
