Severe Delays & In-Cabin Pets

With the Sequester really affecting travel delays now, what are people who travel with pets supposed to do?
We arrive at the airport 1 - 11/2 hours before the flight. In our case, the flight is 3 hours. We take our dog to empty her bladder before checking in, so she has about 4 - 4 1/2 hours until she can go again. No problem. But now, I saw the flight we'll be taking in 2 days was delayed today for 3 hours due to "staffing/other" problems. Most dogs cannot go 7 hours without relieving themselves. If we leave our dog inside for 5 hours or so, she has trouble. And then, landing at JFK it is still another half hour until we can even get to the Dog Relief Area.
So it can easliy be 8 hours from when we put our dog in her carrier until she can come out in the pet relief area.
What's a traveller with a dog supposed to do?
