I lived for some time in India and after having such experience in BOM a few times I second that you can do it via semi-airside transfer (arriving domestic in BOM lets you transfer airside but you get dropped off landside at the international terminal).

However, especially on this transfer even 4 hrs can be a challenge (delayed flights, full transfer busses, check-in/security check) ... such fare saving attempts can easily turn into a nightmare in India. If for whatever reason HYD-BOM gets cancelled your passenger rights would be close to zero (ticket refund) and you simply miss your international connection and get stranded.

IMHO not worth gambling with the comparatively small saving you may realize.
