But isn't this the same as someone who doesn't show up at he gate after the bags have been loaded? Haven't we heard those announcements before by the Captain after we've comfortably seated and were delayed due to someone missing and they've got to locate their baggage?

Should my friend expect EU compensation now as he arrived at his final destination about 18 hours later?
