It is also fair to say that not only European Airlines use the additonal seat belt for a lap infant, if your travels take you primarily on non US airlines then you shouldn't be expected to know the ins and outs of FAA regulations, i know i don't, i primarily have knowledge of the CAA (Civil Aviation Authority) and the EASA (European Aviation Safety Agency)
