I have never seen the CCR so busy that it was impossible to get a seat anywhere. The terrace is always the quietest spot although when my preferred seating option of a sofa/fireplace area is not free I tend to initially head to the high tables by the entrance to the dining room.

I have never (ever) seen the CCR busier than the Flounge even at peak times. I just don't think that is possible.

The burger is Wetherspoons standard as is much of the catering in the Flounge and some of the CCR options. Wetherspoons at least manage to serve them hot however.

If you seriously still expect restaurant quality dining in the CCR you really cannot have used it that much.

The CCR is what it is, a reasonably pleasant quieter option (apart from 2 peak busier periods around lunchtime and early evening). It is an airline lounge however and despite it's limitations (and the fact that the JFK CCR is better in most aspects) it is still one of the best airline lounges in the World. It is not THE BEST but it would make most objective passengers top ten, even perhaps top five.
