because it is Puerto Rico, service is not & will never be the hallmark of any hotel on Puerto Rico.
Service has never been what it should be at any of the "top" properties we've stayed at while on Puerto Rico (horned dorsett, too many properties to name in San Juan, El Conquistador, Las Casitas, Copamarina, etc)
We went to the St Regis Bahia soon after it had opened, the GM at the time made the comment that they were trying to hire younger Puerto Ricans as they had not yet been indoctrinated into the laid back (read slow/non-proactive) service that is the norm in Puerto Rico. After my many experiences at hotels/restaurants in Puerto Rico and continuing to read comments like yours, it is clear that even the mighty St Regis can not train employees on Puerto Rico to be top notch like one should expect w/St Regis.
On our subsequent stays at the St Regis, there were always some highlight service folks who shone, but they were the exception not the norm they should be.
That said, we love so much else about Puerto Rico that we will continue to return.
