My experience with both sCO and sUA products is the crew rarely enforces the storage restrictions.
I have never had a problem putting things openly in the sCO BF space by the power plug including right in front of the FA.
On the other hand the sUA FA's make a sweep through the cabin and quite firmly request that all items in the footrest area be removed. I've never been able to put something there on a sUA flight while essentially the same space on a sCO flight I have always been able to put something there.
There is no comparison on storage of these seats. sCO >>> sUA.
