I'd guess they're going to implement pre-boarding checks at first. All possible human-to-human cases have been within families.
So far it's been "possibly" a husband and wife. Now "possibly" two brothers and a father (who was diagnosed in Feb and died March 4). This case has been kept hidden until now. They're still hiding the results of the younger brother. Clearly WHO's Michael O'Leary didn't know of this possible human-to-human case dating to Feb on Sunday during his media briefing.

If it wasn't human-to-human transmission in the case of the two brother and father who died in March then the cases from Feb will have to be revised to 5.
But don't worry! The China Daily is telling us traditional chinese medicine is already proven cure for H7N9.
