I don't know Baytown very well, but if you want to be nearby and have a couple of restaurant selections, I actually recommend staying in La Porte. They're revitalizing the old downtown area and there is a cute wine bar called Mainly Drinks on Main street and an absolutely excellent bistro called Main 101 Grill & Bar as well. I was extremely impressed by the food on a recent Saturday night.
There are several chain hotels along Hwy. 146 that might work for you as well.
Take a ride to Kemah to check it out, but don't stay there. The traffic on Hwy. 146 at certain times of day can be a nightmare, and you'd have a long trip to/from Baytown.
