When they say "free" they mean there wont be any $3 or $5 ATM fees.
However, if you have a Capital One Platinum Checking account that truly charges 0 fee. None whatsoever.

So there's no question they say they "may" charge 1%, which is (a) reasonable and (b) means it doesn't cost more to withdraw more frequently.
But, my experience has been that I have never seen the fee appear as a separate item, although it looks like at least some exchanges are more than par by ~1%.
