I actually saw this unfold on an A320 last weekend. The SD let the first Y pax hang his suit bag up there, with a friendly reminder that he shouldn't expect this as a norm. as it's reserved for the front cabin.

Towards the end of boarding, another Y pax was politely declined, as the cabinet was quite full.
