There is a minimum safety standard, and the airports are tested every now and again for compliance. This doesn't mean that individual airports are not allowed to implement the standards differently, or to implement a different standard. For all we know, the Amsterdam regime of requiring cables to be presented separately is as a result of the feedback provided by such a compliance check.
