Rule of thumb should be to be at gate ten to fifteen minutes before the "assumed" boarding time of 30 minutes most flights, now 40-45 for transcons. The purpose of buying an airplane ticket for a specific time of departure and arrival is just that. Boarding early often ensures the published schedule. If the GA makes a judgment that they believe boarding will take longer, then they most certainly should allow early boarding.
