I would like to recommend Empire Hotel (Upper West) as well but I am not sure how are you gonna get there on New Year's Eve. Times Sq area is in lockdown mode on 12/31.

Do you plan to come early on 12/31 or late evening? Getting to the hotel may be a challenge later in the evening.
