I've had 3am arrivals at two different IC's.

The first was during a soft opening period and they were pleased to have a customer.
The second time was by prior arrangement in person when I was planning a return visit/stopover.

I have also checked in at 6am in UK Holiday Inn's and a Crowne Plaza. It is always subject to low occupancy, management consent and taking a gamble. They will always sell the room if they can.

Properties in Asia or Middle East are sometimes more flexible during quieter times because flights from Europe land early.
