No the majority of passengers won't in Dubai be based in UAE but they will be based in South Asia (think Pakistan, Bangladesh, and 1/4 India's population); look at timing of South Asian EK flights into Dubai and you can see why there will be a large upflift of Halal food requiring passengers ex Dubai and into Dubai ex London. So it makes an awful lot of commercial sense, for QF to code share EK flights ex Dubai all of which are Halal.
