This is not true. After you check in, it's easy to decode your boarding pass to know whether you get PreCheck. I do it all the time. Getting PreCheck? Head to the airport an hour before the flight. Not getting PreCheck? Allow more time.
So it should fall on citizens to decode a bar code to determine whether their government has deemed them trustworthy that day.
