Does any one recently Travelled through Frankfurt without transit visa? and expired US visa..

I have my wife and infant's ticket booked through lufthansa and recently got my attention about expired US visa and transit visa requirements. Flight is Atlanta-Frankfurt-India(only one stop).

My wife is Indian citizen and her travel is back from US to India her US visa is expired 6 months back. However her flight is booked such that she doesnt has to change terminals/airport so she will be catching flight from same airport same terminal after 4-5 hours. (so probably no exposure to International Transit Zone???)

I called up Frankfurt Airport and they put me to Federal Police of Frankfurt... they said she doesnt require Visa as she is Indian citizen and travelling to India but that's just phone call I am not sure if that could be a problem once she land there... Have post this question to German consulate but no response yet.

On other case how much time it requires an average to get Airport transit visa from US/Atlanta and can it be done once she reach Frankfurt??
