Just my two cents.

Having said that, the made to order afternoon high-tea are fantastic at the Westin.
Very well put and accurate. At the Westin, I found that having each bite-sized morsel on its own individual mini saucer made carrying the food to one's seat very cumbersome. Plus the view from the lounge at the Sheraton is far superior.
