I disagree. The rules are clear and they say 'no access'. If you don't like it, fly *A. Consistently applying these rules would imply 'no access ever' and I'd rather the many times where you still get access and the occasional enforcement of rules. I have personally never been turned away, but I had to ask for a voucher a few times.
