I have successfully negotiated with airlines before for schedule changes <90 minutes, but never for a refund- usually for a better schedule (once for dropping a leg from a flight). It helps to have a reasonable issue on your side, like if the change is from a 7 am flight to a 6 am flight, and you are traveling with an infant, they are likely to see that those are not comparable flights for you.
Unfortunately, the difference between 2:15 & 3:30 pm is hard to make that case on, unless you wind up arriving more than 90 minutes later than originally scheduled or have some other reason why the later arrival is going to make or break your trip.
