The JR East Travel Service Center in T1 is close to the escalators/stairs as you come down from arrivals.

They will give you a ticket with a reserved seat for the next available train (or later if you request) and a separate Suica card with 1,500 yen loaded. Don't use the Suica card when going through the ticket gate at NRT.
