Location will probally not be any better, there is not any large open land near the urban areas. They did what could be done which is build a new terminal (should be open by now, but not sure). What is needed is better links to the airport. In Tainan and Xinchu they added local rail spur links (臺灣鐵路管理局) to to 台灣高鐵, which is default airport for those cities, so maybe they can do the same Taizhoung.
For the sake of 99.9% of the readers on hear instead of writing Taizhoung can we use Taichung as I am sure most people have not got a clue where Taizhoung is.
The new terminal is far from open and it will be running at near capacity as soon as it does open, which make it simply a cleaner cattle shed than the one they use right now.
