OW's policies really don't have any bearing. AS has separately-negotiated agreements with both AA and CX; OW has little (if anything) to do with AS's agreements with either carrier.

The agreements that are supposed to be honored is what is stipulated on each carrier's page on alaskaair.com. Here's the excerpt from the CX page:

To qualify for mileage accrual, please note that your flights must fall within the eligible flight number range below and your flight must be marketed and operated by Cathay Pacific.

0100 - 2999
7000 - 7190
7193 - 7200
7205
7207 - 7999
To ensure flight credit, the two letter airline code (CX) must precede the flight number (for example, CX XXXX) on your ticket receipt or boarding pass.
In practice, this is not always strictly enforced. If the miles don't automatically post, you can usually submit a copy of your boarding pass and still get credited, although this doesn't work 100% of the time. If you do submit at boarding pass, be sure to get one that was printed by CX (at the CX ticket counter or gate or something), as that one should show the CX flight number only (not the AA codeshare marketing flight number).

That's really a question for each individual program. In that case, you'd be better off asking that question in the AA forum, phrased as "Can I earn AA miles if I book a DL codeshare operated by AS?" Here in the AS forum, we are not as familiar with the policies of other programs, and it's those programs own rules that will determine what can be credited.
