The only place I've seen stingy carry-on weight is ORD, and that is because it was a full flight and they want to make sure the plane doesn't overweight, I think it's related to the fact that nowadays they only carry enough fuel to make it to the destination, and overweight can burn more fuel and in rare cases requires a fuel stop. It was very stingy, I saw a couple of arguments in the Y line.
