At least Bank of America offers the travel rewards cdard. No annual fee and no foreign transaction fee. Until Citibank joins the 21st century and gets rid of that fee, nobody should be using their cards for foreign transactions.
I think Citi's motive as mentioned in their website is now preparing deployment of chip cards to their lineups in preparation for the US transition to EMV.
