At least Bank of America offers the travel rewards cdard. No annual fee and no foreign transaction fee. Until Citibank joins the 21st century and gets rid of that fee, nobody should be using their cards for foreign transactions.
Another "big but" - from my point of view anyway - is that VISA only supports Chip and Signature. So long as there are common reports of unattended kiosks requiring a pin for verification, I want a PIN!!
