The image shows lower end Citicards like Simplicity and Forward as well. At this point it seems that if you have any Citicard, you can just call for one to be upgraded to one that has the chip.

Anyone have Forward and Simplicity cards from Citi willing to give it a try and post back with results?
I have a Citi Universal Platinum card that I've had for 20+ years. Just sent them an email asking if a chip version is available, along with the link you provided. I'll report their response.
