Totally agree here. Not every crime ends in arrest. Sometimes just a warning is given and I am sure by the time the LEO's got there, the parents were more than mortified and quite subdued and contrite once they realized how much trouble they might actually be in. Ever been pulled over for breaking a traffic law and not gotten a ticket? The LEO made a decision that it didn't warrant arrest for whatever reason but that doesn't mean the diversion wasn't justified.
