I've never heard of Q class NOT being eligible. The chart on their website indicates the number of miles to go from one booking class to the next class of travel. Doesn't stipulate anything about promotional fares. Q Class is what I always go for as I can use the GUP from it and it earns full miles.
I think this is a NEW booking requirements that they have put in place. This is indicated on the website for the recent promotion where there are "Q" or even "V" class fare which is not eligible for upgrades:

V/W class : No mileage accrual.

I have also checked with TG office. They have shared that for this kind of fare, for "Q" class, it is only eligible for mileage accrual, but NOT eligible for miles or even GUP upgrade.
Right now, the ticket is not eligible for refund, which means that I cannot even send it for cancellation to buy a "normal" Q class fare which allows me to use the expiring miles for upgrade.
As such, those who travel frequently with TG and do utilize the miles may wish to take note of this special fare requirements.
