He's arriving at KIX but I already provided a link to the Citi website with location of their ATM. Citibank is pretty much bulletproof.

I have a vague recollection that one of my bank cards from a small bank in the DC area did not work in a Seven ATM 2-3 years ago. It's supposed to be on the Plus network. I avoid using this card globally because they imposed a 1% fee.
