DL puts a lot of emphasis on on-time departures (not arrivals). I think with this policy they're also betting that the people who take their offer to check the bag for free at the gate don't travel often enough, or don't use DL often enough, to figure out that they can use this method to avoid ever paying fees to check a bag.
