I think it's an interesting example though I don't think this scenario is likely to have a happy ending.
Intl F arrival to C domestic does not automatically mean F lounge access.
I specifically asked to go to the F lounge as I had a 4 hour layover until my C domestic flight. I was not permitted to do so, and was bummed because a shower would have been very welcome.
I know that others have had success on occasion, but it is not a sure thing.
