Arriving and departing passengers at BKK are not supposed to be in the same area. So that is the issue. The flows are separate unlike a place like SIN
By this simple designation transferees to domestic flights should not have access to the F international lounge either.... but int F arrival to C domestic pax do.
I think it's an interesting example though I don't think this scenario is likely to have a happy ending.
