I understand arrival lounges are traditionally landside - so passengers go thru passport control, collect their checked bags, and exit into the terminal. And connecting passengers have their bags checked thru to their final destination, so no issue there.
But if F passengers with checked bags and BKK as the final destination would go the club upon arrival, their bags could potentially go round and round the baggage carousel (for hours maybe) before they collect them. Is that one of the circumstances TG is trying to avoid? The other circumstance I can think of is general overcrowding if arriving passingers are permitted access to the TG clubs.
I am asking because I am curious about arriving final destination passengers (either F or J) with carry on luggage only. They have no compelling baggage reason to exit airside straight away.

Arriving and departing passengers at BKK are not supposed to be in the same area. So that is the issue. The flows are separate unlike a place like SIN
