Sounds like they are making an already painful airport even more brutal. T3 had so much promise and it's turned out to be such a dump. How they can't get it to at least Hongqiao levels of quality baffles me. With so many nice airports in Asia I'm always amazed that airports in China, especially the 3 main international gateways, are so new and yet so poor. I can only conclude that someone well placed is benefiting from the current situation and would lose out if things improved by bringing in competent management and concessionaires.
It's just like the subways in China. The only truly convenient transfer station that I've ever encountered is Century Avenue, and that's one that the HK MTR people saved because the original design was untenable.
